Public safety responders are increasingly called upon to operate in complex, dynamic, and rapidly evolving environments. The continued rise in active shooter incidents, acts of terrorism, civil unrest, and other high-threat events has fundamentally changed the way law enforcement, fire, and emergency medical services must prepare and respond. No community is immune to these incidents, and no single discipline can effectively manage them alone. Today, more than ever, success depends upon a unified, coordinated response that places lifesaving interventions at the forefront while maintaining responder safety.
Collaboration, interoperability, and innovation have become essential components of modern public safety operations. Fire, law enforcement, EMS, emergency management, and allied agencies increasingly recognize that protecting our communities requires breaking down traditional operational silos and embracing multidisciplinary response models. The challenges presented by high-threat casualty incidents demand coordinated planning, standardized procedures, and integrated training long before an incident occurs.
The Rescue Task Force (RTF) concept provides a nationally recognized operational framework that enables law enforcement, fire, and EMS personnel to work together as a cohesive team to rapidly deliver point-of-wounding care and evacuate victims from the indirect threat, or "warm zone." Through the implementation of joint response policies, unified command principles, and proactive rescue tactics, agencies can dramatically reduce the time to life-saving medical intervention and improve victim survivability.
This course is designed to strengthen interagency collaboration by providing participants with the knowledge, practical skills, and operational experience necessary to function effectively as members of a Rescue Task Force. Utilizing the principles of Tactical Emergency Casualty Care (TECC), participants will develop proficiency in rapid hemorrhage control, casualty assessment, patient movement, and coordinated rescue operations while operating under the protection of law enforcement personnel in a high-threat environment. Through realistic, hands-on scenarios, students will gain confidence in integrating medical and tactical priorities while working within a unified command structure.
The unified public safety approach embodied in the Rescue Task Force model has emerged as one of the most effective strategies for responding to active-threat incidents. By training together, standardizing operational procedures, enhancing communication, and understanding each discipline's capabilities, public safety agencies are better prepared to protect responders, reduce preventable deaths, and save lives during these extraordinary events.
Since implementing our Rescue Task Force program, our instructional team has had the privilege of delivering Active Threat Response, Rescue Task Force, and Tactical Emergency Casualty Care (TECC) training programs throughout the Midwest on behalf of multiple agencies and professional organizations. Since 2017, we have been honored to present this Hands-On Training (H.O.T.) program at FDIC International, consistently reaching capacity and receiving exceptional participant evaluations. We are grateful for the opportunity to continue sharing this proven operational model and remain committed to providing high-quality, hands-on education that equips first responders with the skills and confidence necessary to respond effectively to high-threat incidents and improve outcomes for the communities they serve.
