David Comstock is a 40-year veteran of the fire service and chief of the Western Reserve (OH) Fire District. He has been an attorney for 35 years. He has written more than 25 articles for fire service magazines and has presented more than 100 lectures on fire service law and management. He is a member of Fire Engineering's Fire Service Court radio program.
