James L. Jester is a volunteer deputy chief with the Ocean City (MD) Fire Department and a career assistant chief with the Salisbury (MD) Fire Department. He is an instructor for the Maryland Fire & Rescue Institute. He has served as a Special Ops team leader and a training officer.
